Just out of curiosity. What is your internet speed and ISP?
ISP: Exetel
Download: 8192
Upload: 384
Averagely download at 1.4mb/ps on Steam and a max of 2mb/ps.

UP speed: 0.65mb/s

There is only one place i have seen speeds like that are at work and we are less then 100m from the exchange
The actual sync speed is about 23.5mb/s
And the other thing is that speed is a complete waste on you kamacarzi
